Phase 4: Demand the States Propose an Amendment / Demand an Amendment from the States

If all 50 states fail to pass comprehensive campaign finance legislation and rollback previous

legislation that has eroded the freedom to vote, then we will call upon 34 state legislatures to

call a convention of the states to propose an amendment (under Article 5). Historically, most

Amendments to the Constitution start at the state level - 4 out of the last 10 Amendments

as well as the Bill of Rights began with a convention campaign and eventually resulted in an

Amendment (proposed by Congress). With the 17th

an Amendment when the states came within 1 state of calling a convention to propose it

themselves. When Americans need an Amendment (and Congress won’t act), you must call for

a convention.
