Phase 1: Demand Congress Pass Legislation / Demand Federal Legislation

Congress will be informed that they have one year to pass legislation providing public financing

for elections, safeguarding against corruption, and protecting the freedom to vote. Pending

federal legislation that they could pass tomorrow in order to satisfy this demand could be Rep

Sarbanes’ “Government by the People Act” (public matching funds for elections), the Conyers-
Sensenbrenner “Voting Rights Amendment Act of 2014” (reinstating pre-clearance provisions of

the 1964 Voting Rights Act), and the American Anti-Corruption Act proposed by Represent.US.
