Phase 2: Demand Congress Propose an Amendment / Demand an Amendment from Congress
If Congress has failed to pass federal legislation, then we will escalate our demands and inform
them that they have one year to propose a “Democracy Amendment” to the U.S. Constitution.
Included in this amendment, there must be provisions to affirm every American citizen’s
individual right to vote, reject the perverse doctrine that artificial entities have inalienable
political rights, prevent unlimited electoral expenditures from being misclassified as political
speech, and restore free and fair elections in America. Pending amendments that have been
proposed in Congress to satisfy these demands are Rep Nolan’s We the People Amendment (HJ
Res 29) and the Ellison-Pocan Right to Vote Amendment (HJ Res 44).
